La Secretaria de Educación afirmó en entrevista que:
- El próximo año escolar iniciaría el lunes, 22 de agosto de 2005,
- Actualmente existen 57 mil maestros públicos y se requerirían 83 mil para establecer el sistema de una sola tanda por profesor.
- Visualiza que esta meta la SEE la alcanzaría en el año 2015, debido a que en este momento no se dispone de recursos para asumir este tipo de reforma de una solo tanda.
Los recursos adicionales para 26 mil profesores a 10 mil pesos por tanda serían apenas 3.4 mil millones del presupuesto nacional. Sin embargo, parece que la Educación no es una prioridad del gasto público.
Algunas recomendaciones para que sea eficaz la reforma de la jornada escolar:
- Extender cada tanda hasta 6 horas.
- Aumentar el salario a 10 mil pesos por tanda en el nivel básico
- Prohibir la labor de doble tanda
- Mejoramiento distancia entre centro escolar y domicilio del docente.
Niños Excluidos
La Convención de las Naciones Unidas de 1989 trató el derecho de los menores a una educación inclusiva. Asímismo Las Cumbres De la Infancia y Educación para Todos mantienen los principios de la inclusión como esenciales.
La ley 136-03 sobre protección al menor, establece lo siguiente en su art. 45, párrafo II :
"Párrafo II.- En ningún caso podrá negarse la educación a los niños, niñas y adolescentes alegando razones como: la ausencia de los padres, representantes o responsables, la carencia de documentos de identidad o recursos económicos o cualquier otra causa que vulnere sus derechos. "
Parece que la estigmatización y exclusión que sufren los hijos de Quirino y los niños domínico-haitianos parecen acciones ilegales y que están al margen de principios internacionales de los cuales la República Dominicana es signataria.
Pero también hay un argumento muy pragmático: ¿Le conviene a la sociedad dominicana generar un ejército de ciudadanos resentidos por acciones ultranacionalistas o de corte puritano? ¿No sería este escenario excluyente un cardo de cultivo para clones de Bin Laden?
